The problem with Eastern Europe lay within its lack of law enforcement when it comes to computer crimes which are equivalent to jay walking in NYC. Coupled with the fact that if you are a highly educated computer engineer with a Phd. in most cases you will earn $300USD a month. If you convince some poor sap on the Internet that you will send him a PowerBook you could earn (steal) $2000USD in less then a week. Tough decisions.
